This is the professional diagnosis of special educational needs of learners referred by their teachers.
Any student from pre-primary to senior secondary school with a suspected learning disability.
The teacher refers the child for diagnostic screening at the Regional Education Office.
Where necessary the child will be referred to an Educational Psychologist for professional assessment.
The Educational Psychologist will provide feedback in the form of a written report to the school and the parent/guardian.
NB: Parental input/participation may be called for at any time during the process.

These guidelines are intended to provide guidance on student admissions, re-admissions and transfers.
The guidelines are divided into three sections as follows:
Section A: Admissions
Section B: Transfers
Section C: Re-admissions
Cases not covered by these guidelines should be referred to the Director, Regional Operations or the Permanent Secretary, Ministry of Basic Education.
SECTION A: ADMISSIONS
1.CITIZENS
In all cases, the following maximum age limits for admission shall apply:
Form 1 : 19 years
Form 2 : 20 years
Form 3 : 21 years
Form 4 : 22 years
Form 5 : 23 years
All cases warranting special consideration due to age, sports affiliation, special needs, etc should be directed to Director Regional Operations or Permanent Secretary with all supporting documents such as health record, social service report or recommendations from Ministry of Youth Empowerment Sport and Culture Development etc.
Students seeking special consideration for admission into Form 4 in Government schools who were not initially admitted MUST be ONLY ONE [1] point below the cut–off for that admission year. The same shall apply to ALL those with peculiar requests, e.g Support Services, Sports, OVC's etc.
All students seeking admission into either Form 1 or Form 4 in Government schools MUST have sat for a National Examination equivalent to Standard 7 [PSLE] and Form 3 [JCE] respectively.
2. CHILDREN OF NON-CITIZENS
Children of non-citizens can be admitted provided they submit the following documents to the Regional Office for consideration:
A Certified copy of the most recent school report or school leaving statement.
Proof of applicant’s age.
A certified valid copy of the applicant’s travelling document.
A valid resident permit document for the parent/guardian.
Proof of parent/guardian’s employment in Botswana [Work Permit; Exemption Certificate; or Appointment letter].
Examination Equivalent to PSLE/JCE or results slip Certified from the examination body/council of origin.
The above documents [school report and age] should enable the Ministry of Basic Education to determine the appropriate level of entry. For admission into Form 1 or Form 4, the child must have sat an Examination in their country equivalent to Standard 7 [PSLE] or Form 3 [JCE] respectively.
3.REFUGEES
Requests for admission from refugees should be channelled through the Botswana Council for Refugees.
SECTION B: TRANSFERS
1. TRANSFERS BETWEEN GOVERNMENT/GOVERNMENT AIDED SCHOOLS
Transfer requests from one Government/Government Aided School to another can be mutually agreed upon by the School Heads concerned provided the following documents are submitted:
A copy of the applicant’s most recent school report to determine the most appropriate level of entry and subject combinations.
Proof of applicant’s age. [Passport; Birth Certificate or Omang Card.]
A copy of the clearance report/certificate/letter from previous school.
2.TRANSFERS BETWEEN PRIVATE SCHOOLS AND GOVERNMENT/GOVERNMENT AIDED SCHOOLS
Transfer requests from students studying at either a local private school or from schools outside of the country should be cleared with the Regional Office.
All students seeking admission into either junior secondary or senior secondary in Government schools MUST provide evidence of sitting for an Examination equivalent to Standard 7 [PSLE] and Form 3 [JCE] respectively.
Applicant’s should have studied a minimum requirement of at least Five [5] core subjects to be considered.
Proof of studying Setswana for Citizens is a pre-requisite.
Provide clearance report/certificate from previous school.
Students who do not meet the basic requirements will need to REPEAT a Form/Standard in order to comply.
SECTION C: RE-ADMISSIONS
1. EX-PREGNANCY CASES
Students who dropped out of school due to pregnancy can be re-admitted to any school six months after cessation of pregnancy. Such admission will only be executed at the beginning of the academic year. The following documents are a pre-requisite for students to be considered for re-admission:
Application letter stating three schools in order of preference
Testimonial from their previous school including clearance for lost property.
Last academic progress report.
Proof of applicant’s age [Passport; birth certificate or Omang card.]
Certificate of fitness from a certified medical practitioner
On submission of the above mentioned documents, the School Head may admit the student provided a place is available. However, in case of Form 4 applicants, these should be referred to the Regional Office for inclusion in the National Selection exercise.
2. STUDENTS WHO DROPPED OUT DUE TO ILLNESS
Students who left school due to illness can be re-admitted to the same school provided the following documents are submitted to the School Head and a suitable space is available:
Last academic progress report.
Proof of applicant’s age. [passport; birth certificate or omang card.]
An authentic medical statement to show that the applicant is medically fit to return to school.
(A case history, detailing dates and types of treatment is NOT required).
3. DESERTION CASES
Students who left school of their own choice [i.e. desertion] can be re-admitted where suitable space is available provided the following documents are submitted to the School Head:
Last academic progress report.
Testimonial from their previous school.
Proof of applicant’s age. [Passport; birth certificate or omang card.]
Social and Community Development Report/Medical Report/ Tribal admin report.
4. EXPELLED STUDENTS
Students who have been expelled can only be readmitted by the Honourable Minister of Basic Education. Such students are advised to appeal to The Honourable Minister through the School Head, Regional Office and Permanent Secretary.
Parents/guardians wishing to register their child(ren) for standard one in a public school in Botswana may do so by visiting the nearest primary school. Children who will be six years of age by June of their standard one academic year are welcome to enroll. The academic year in Botswana starts in January. All standard one registrations are done at primary schools across the country.
All citizens and non-citizens of Botswana of appropriate age.
Visit nearest primary school in your location. Check the schools for admission dates from May in the year prior to expected admission.

Placement Division coordinates sponsorship award criteria, selects applicants and places them into reputable accredited institutions approved by the relevant accrediting bodies.
Currently sponsorship for students is administered in the following institutions:

Accredited external institutions (Regionally and Overseas)
Botswana citizen who is NOT gainfully employed. Applicants must be able to complete the programme of study before turning thirty five (35) years of age. The cut-off point for Government sponsorship is 36 points for Secondary Education. Candidates who have upgraded their results must also have a minimum of 36 points. Orphan & Vulnerable Children (OVC), Rural Area Children (RAC), Special Education Needs (SEN) with minimum cut off points of 31.- applicants under this category should be certified and registered with the Social Welfare Office.
Progression consideration is based on recognition of prior learning. Prospective applicants must have completed lower qualifications not less than three years (3) at the time of applying except for Masters in Psychology and must be able to complete the programme of study by the age of THIRTY- FIVE (35) or below. Consideration for sponsorship is STRICTLY limited to the prioritized fields of study as per the sponsorship cycle.
Students NOT currently under sponsorship All outstanding modules/subjects should be completed within one (1) academic year at the most. The students must not have previously benefited from re-sponsorship. Some students would have been terminated due to poor academic performance but have sponsored themselves to pass all the failed modules/ subjects or have passed relevant year after change of course. These students must also satisfy the following conditions; The student should have passed ALL outstanding modules. Where the student changed courses, he/she must have sponsored themselves for the same number of years as he/she was sponsored by Government. The student should submit a complete academic transcript. A financial statement, which states that the student does not have any outstanding debts with the institution or a letter from institution stating that the student has no outstanding fees.
(NB-Criteria is subject to change as per sponsorship cycle) Applicants should have attained at least any of the following grades: 6A*s at BGCSE/IGCSE 3A's at AS 3A's at A Levels 4 (7) at Matric The qualifying applicants will be placed in local institutions for A-Level/IBD Programmes or directly into Top Tier Universities internationally.
In order to access this service, applicants must follow the following steps: Download and submit the Loan Application form along with all supporting documentation to the Department of Tertiary Financing located at Block 6, plot number 37893, Universal Estate, Sephatlhaphatlha Road. Upon receipt of application, acknowledgement letter is issued to the applicant. Placement officers will assess the application forms and supporting documents. If successful, Applicant details will then be captured in Student Loan Management System (SLMS) and placement officer append signature as witness in the Loan Agreement. Placement officer generates Sponsorship Letter from SLMS, which will be manually signed by Head of Division. Feedback to the applicant is provided within ten (10) days

Travelers for yellow fever and diseases in surveillance and create a safe environment at ports of entry through pest control, waste management, inspection of point of entry, water quality and monitoring. The Division also ensures safe cross border transportation of dead bodies.
These are guidelines for the prevention and control of the international spread of diseases and other public health threats at designated points of entry; that is airports and land crossings into Botswana.
The Ministry of Health and Wellness advises the public to be aware of the import of the following:
Unsafe and poor quality goods.
Contaminated or adulterated foods.
Hazardous chemicals.
Dangerous pesticide formulations.
Cosmetics.
Plant and prohibited animal products.
Any other hazardous chemical and biological materials that may come into Botswana.
In addition to this, the port health service undertakes disease surveillance, screening and reporting of diseases and public health conditions from external sources that may threaten the health and safety of Botswana.
All travelers and importers need to present themselves to Port Health Office upon arrival in Botswana.
Port Health Service is offered at the twelve (12) designated points of entry.
The following are requirements for all those entering Botswana: Travelers coming to or transiting through Botswana from yellow fever endemic countries must carry valid international certificate of vaccination against yellow fever as it will be demanded at points of entry upon arrival. Chemical clearance letter and supporting documents if importing chemicals Clearance from the Ministry of Health and Wellness or other authorized officers when importing a corpse Stamped purchase order if importing medicines Any other measure that may be applied in response to public health events Airliners must complete the Declaration of the Health Part of the Aircraft "General declaration form" by International Civil Aviation Authority and submit to port health officers upon arrival at airports. Aircrafts travelling in from malarial areas, in and outside Botswana, must be disinfected when travelling to non-malarial areas and a proof of disinfection provided to port health officers upon arrival in the Health Part of the Aircraft General Declaration form.

As per the Education Act 58:01 section 14:1, registration of schools is compulsory for all government, government aided and private schools.
School owners and operators.
Submit completed documents for evaluation to the Ministry of Basic Education, Department of Educational Planning and Research Services.

Area of operation should be 4.5 hectares for primary and 9 hectares for secondary schools
Sketch plan of proposed school, showing location in relation to the main road and other main physical features in the village /town
An approved plan of the building
Occupation Certificate from lawful authority
Project memorandum/business plan
A total of eight references from a banker, religious head, community leader or professionals relevant to the area being contemplated
Before the school is opened the following must be met: Sufficient number of classrooms. Minimum classroom size: 9m x 7m in size. Minimum of eight toilets for both staff and students (separate for boys/men and women/girls) Sufficient water and electricity supply Qualified Teachers (All teachers should have permits to teach in Botswana) A curriculum approved by the Ministry of Basic Education Appropriate furniture, equipment, tools and practical training materials
The process takes 9 weeks to complete. Once the application is received by the Ministry of Basic Education; Application is sent to Attorney Generals Chambers to request for a Notice Draft. Notice Draft from AG Chambers is signed by Permanent Secretary, Basic Education and sent back to AG Chambers. Publication of application in Government Gazette takes six weeks Preparation and issuance of school registration certificate
